The legal regime of the territory of the Ukrainian Soviet state during the Ukrainian revolution (1917–1921)

The purpose of the study is to determine the aspects of the scientifi c analysis of the problem of formation and genesis of the legal regime of the territory of the Ukrainian Soviet state during the Ukrainian revolution of 1919–1921. The problems of the formation and genesis of the legal regime of the territory of the Ukrainian Soviet state during the Ukrainian revolution of 1917–1921, despite numerous publications by scientists of diff erent times, remains hotly debated due to the coverage of mainly ideological and formal-legal aspects of the problem. In 1917–1921, the governments of the UNR, ZUNR, the Ukrainian State of P. Skoropadskyi, the Directory, the Ukrainian Soviet State, each of which performed a legislative function, operated in parallel or alternated on the territory of Ukraine. At the same time, short-term legal regimes were established on the territory of Ukraine in 1917–1921 due to the movement of enemy armies, the formation and movement of military fronts, and the related numerous changes in the power of various state entities in separate parts of the Ukrainian state territory. Legislative acts of the governments of these states in most cases were actually eff ective only in a small part of the territory controlled by the armed forces of these state entities. The formation and genesis of the legal regime of the territory of the Ukrainian Soviet state require an objective analysis and characterization of its legal status (federal unit, independent state, part of the territory of another state) at various stages of its formation; administrative-territorial organization and demarcation of borders, taking into account the presence of pseudo-state entities. This should contribute to the prevention of falsifi cations of history, myth-making and manipulation of facts, which are the means of the information war of the RF against Ukraine.
