Humanization of society as a priority of modernization of humanitarian policy of Ukraine

The process of humanizing society as a priority for the modernization of Ukraine’s humanitarian policy is analyzed. The concepts of «humanization of society» and «humanitarian policy» are considered in the context of modern needs, and their expanded interpretation is formulated. The main directions of ensuring the process of humanization of society are substantiated, which include: policy reorientation to real human needs; humanization of the state administration system and the activities of its subjects; realization of the humanistic potential of science and education. It was concluded that the humanitarian policy of Ukraine at the current stage of national development requires the preservation of a strong state, strong by the strict limitation of state structures by law, legal frameworks, and the level of real protection of a person’s life, his rights, property and interests. From a humanistic point of view, the priority role in a democratic country should belong to civil society, which is independent to the extent that the state is tolerant of such independence. Viable and eff ective in the modern conditions of the development of the state administration system should be considered a functional approach, which means the distribution of responsibilities and powers in an integral social organism, subject to their coordination, as well as a communicative approach as a specifi c means of interaction, with the help of which the purpose of the community is clarifi ed, the common interests of the subjects of interaction are implemented, common and binding rules of conduct are developed. Science and education should orient a person to the continuity of the educational process and the limitlessness of scientifi c knowledge of the surrounding world. The task of this inseparable system is to direct the state and society to self-improvement and innovative development, create prerequisites for the existence of various human manifestations, readiness for communication with representatives of other cultures, the ability to creatively master a complex and partly unpredictable reality, the ability to survive during changes, war disasters and other social upheavals.
