Conceptual Foundations of the Theory of Implementation of Legal Norms

The article emphasizes the problem of the implementation of legal norms, which is gaining particular importance and significance not only in the context of legal doctrine but also in legal practice. This requires a balanced use of the means and techniques of instrumental legal theory and the corresponding methodological tools, which include a certain set of principles of scientific knowledge, methodological approaches, general scientific and special scientific methods, the balanced application of which will contribute to obtaining the desired scientific results.
It is separately emphasized that an important stage in the process of improving and developing the concept of the implementation of legal norms is the formation of the conceptual foundations of the theory of the implementation of legal norms, which involves the search for new ideas, thoughts, views, the formulation of relevant hypotheses that correspond to modern trends in the development of society, their verification over time, their evaluation by legal theorists, and the implementation of scientific provisions in the practical activities of relevant subjects.
It is emphasized that the implementation of legal norms is the process of embodying the prescriptions of legal norms in the behavior and activities of legal subjects through such forms of implementation as compliance, execution, use, and application to ensure law and order in society and the state.
The use of a comprehensive approach made it possible to characterize the essence and content of the implementation of legal norms as a category, as a legal phenomenon that occupies an important place in a state-organized society, and is also one of the forms of state activity.
In the process of analyzing the problem of the implementation of legal norms, special attention is paid to the principles of its implementation. Summarizing scientific approaches to understanding the principles of the implementation of legal norms, such general principles as legal legality, democracy, humanism, etc., are highlighted and characterized. Special principles of the implementation of legal norms include and characterize such principles as scientificity, legal certainty, dynamism, interconnection with law-making activity, timeliness, and demand, etc
