The role of the President in the institution of state representation

The article examines the role of the institution of the presidency in representing the interests of the state in international relations. The author determines the methods and tools for the implementation of representative functions by the president. Special attention is paid to the regulatory and legal regulation of the representative functions of the president in international relations, in particular by comparing the constitutional powers of the president depending on the form of government of the state. Based on the research conducted, the author identifies mechanisms for representing the interests of the state in the direction of protecting sovereignty, independence and state integrity (bilateral and multilateral diplomacy, economic and public diplomacy, cooperation in the field of security and defense). Based on the constitutional legislation of countries with different forms of government, in defining the representative functions of the president as a "guarantor of independence, territorial integrity, compliance with international treaties" (France), "representative of national unity" (Italy), etc., the author reveals the representative powers of the president in the field of domestic and foreign policy (personnel, management, law-making powers, foreign policy powers (for negotiating and signing international treaties and agreements). Given the new global challenges, the study emphasizes that the president's ability to represent and promote national interests remains important for the stability and prosperity of the country. In addition, the president, as a representative of the interests of the state, has the task not only to represent the country externally, but also to care for the well-being of citizens, ensure security and cooperate with other authorities in order to implement state policy.
Representing the interests of the state in international relations is a complex process that requires a strategic approach, effective diplomatic mechanisms and adaptation to global challenges. At the same time, the president plays a key role in this process, carrying out diplomatic representation of the country in accordance with regulatory legal acts and international agreements, embodying and protecting state interests at the global level.
