Organizational and legal principles of ensuring national security of Ukraine in conditions of martial state: problems and prospects

The article examines the organizational and legal principles of ensuring the national security of Ukraine under martial law. The system of regulatory and legal acts and the institutional structure of ensuring national security are analyzed, including the role and powers of key entities.
The main problems in the field of ensuring national security are identified: imperfect interdepartmental coordination, restrictions on the rights and freedoms of citizens, information security risks, and uncertainty of the legal status of individual armed formations.
Problem statement. Modern challenges and threats that Ukraine faces under martial law impose special requirements on the organizational and legal principles of ensuring national security. Deficiencies in legal mechanisms or insufficient efficiency of the organizational structure can lead to a weakening of national security, creating risks for both the security of the state as a whole and for citizens. Therefore, the analysis of problematic aspects of the organizational and legal principles of ensuring national security and determining the prospects for their improvement is an urgent task of scientific research and practical activities in this area.
The purpose of the article. Analysis of the organizational and legal principles of ensuring the national security of Ukraine under martial law and development of scientifically substantiated proposals for their improvement.
Research methods and results. The main research methods were: the method of scientific abstraction, methods of analysis and synthesis, the method of modeling and structuring.
The main results of the study can be considered: allocation of competencies in the structure of the activities of executive bodies in ensuring national security; Determination of the place and role of regulatory regulation of the scope of competencies of local government bodies in national security; determination of transformations and changes in the national security system in the languages of martial law.
Conclusions. Organizational and legal support of national security of Ukraine under martial law is a complex and multifaceted task. Success in this direction depends on the efficiency of the work of state bodies, an adequate legal framework and ensuring cooperation between various departments. Problems arising in the process of ensuring security require flexible approaches, improving legislation and active cooperation with international partners to counter external and internal threats. Improving the organizational and legal foundations of national security under martial law will be an important step towards ensuring the stability and development of Ukraine in the face of global challenges.
Prospects for further research lie in the analysis of positive foreign experience of organizational and legal foundations of ensuring national security and determining ways to implement such experience in the activities of executive bodies of Ukraine.
