Implementation of the idea of humancentrism in the administrative law of Ukraine

Introduction. In Ukraine, more than 25 years ago, a discussion began about the need and possibility of implementing the idea of human-centrism in administrative law.
This idea was intended to change the purpose and content of administrative law, which is especially relevant for this branch of public law, especially in a post-totalitarian state, where its perception as purely “managerial” and “punitive” dominated.
Aim of the article. The purpose of the article is to attempt to provide an evidentiary basis — confirmation of the answer to the question that the idea of humanism can be implemented in administrative law. An attempt is also made to prove that the implementation of this idea contributed to the qualitative development of domestic administrative legislation, positive changes in the activities of public administration.
Results. The article provides evidence to confirm that human-centrism is the goal and criterion that have determined the development of administrative law in recent decades in Ukraine. First of all, the idea of human-centrism is implemented in the concept of administrative services implemented in Ukrainian legislation and practice of public administration. In particular, integrated offices (centers for providing administrative services) have become a positively assessed public sector institution by society, a symbol of friendly service and comfort. The idea of human-centrism is also manifested in the legislation on general administrative procedure, although Ukraine is only at the beginning of the path here. The article provides specific norms and mechanisms of legislation that indicate that the focus of the state is the person, his dignity and rights.
Conclusions. The development of administrative law in Ukraine has shown that this branch of law has been able to undergo an extremely deep transformation: from purely “administrative” or “punitive” to service. Of course, this branch of law must also continue to regulate issues of organizing public administration. However, a person and his rights are decisive for the activities of the entire system of governance, from policy formation to the resolution of specific cases.
