Phenomenology of municipal peacebuilding: on the role of territorial hromadas in the realisation of the right to peace

The article analyses controversial issues of the implementation of the right to peace in the context of the development of municipalism. The content of the concept of «municipal peacebuilding» is revealed and its characteristics are disclosed. In this regard, the main factors that determine the processes of implementing the right to peace in territorial hromadas are investigated. The dialectical relationship between the processes of municipalism formation in modern Ukraine and the state of realisation of the right to peace from the point of view of the formation of the legal personality of the territorial hromadas is shown. It is argued that the peacekeeping and peacebuilding functions of local self-government consist in creating conditions for coexistence, trust and solidarity in the territorial community, as well as in preventing and resolving local conflicts through democratic mechanisms. Given the above, the synergy between the human right to peace and local self-government manifests itself in the interaction of a number of interrelated aspects — value-based, normative, institutional, social and security-related.

The synergistic relationship between such phenomena as «municipal peacebuilding» and «military municipalism» is revealed. It is argued that the importance of studying the problems of territorial hromadas participation in the realisation of the right to peace is determined by the needs of local self-government development in general, as well as by the need to develop methodological approaches to a value-based understanding of modern municipalism and peacebuilding.

It is argued that municipalism in peacebuilding processes becomes the key to sustainable peace — peace that is born not from above, but from below, in the everyday activities of territorial hromadas united by a common goal of preserving life and dignity, honouring the past and constructing a positive future.

Thus, in wartime, municipalism is not only a form of local self-government, but also a worldview paradigm based on the ideas of shared destiny, responsibility and social solidarity, and territorial hromadas — the primary subjects of local self-government — become the centre of state stability and sustainable development of civil society, centres of social life organisation and local agents of peace.
