Philosophy of Politics: definition of the problem field of the first quarter of the 21st century

Abstract. The features and defining directions of understanding the realities of the 21st century within the framework of the philosophy of politics are considered. Its modern value-based and worldview orientation is shown in the context of the complex dynamics of geopolitical transformations and social changes. Attention is drawn to the need to use constructive doctrines, concepts, and approaches to establishing harmonious coexistence of humanity in international politics and international law. It was found that with the advent of the 21st century, key problems that are characterized by a decisive impact on world development have come into the field of view of political philosophy. The author includes the following problems: 1) global geopolitical transformations; 2) an epochal socio-cultural shift in the parameters of human existence; 3) the expansion of the information and communication space; 4) post­classical political and ideological changes; 5) trends and risks in the development of the state and society; 6) demographic imbalance and excessive migration of the population.

Based on this study, it is concluded that the philosophy of politics with its value-based and worldview orientation allows us to comprehensively understand and evaluate extremely complex phenomena and processes of a socio-political nature, as well as the partly unpredictable dynamics of social changes taking place on our planet at the beginning of the current millennium. In this way, the philosophy of politics orients the practical and political component of modern world development to take into account the moral and value criteria of the legitimacy of socio-political organization; the appropriate functioning of political institutions and the effective activity of political subjects; the formation of an optimal political system with maximum consideration of the rights, freedoms and interests of citizens; the use in international politics and international law of constructive doctrines, concepts, and approaches to establishing harmonious coexistence from ancient times to the present. The main tasks of the philosophical understanding of politics as a purposeful, practically oriented process in the future include: the formulation of alternative goals of political development in each specific historical situation; the formation of new political theories as the basis of legislation, constitutional and democratic processes; the dissemination of scientific ideas about the ways and methods of future transformations; the study and use of world experience in combining theory and practice with the universal essences of human existence.
