Organizational and legal mechanisms for improving the activities of executive bodies in the sphere of ensuring national security

The article examines the organizational and legal mechanisms for improving the activities of executive authorities in the context of the increasing complexity of the security environment and the transformation of threats, which require the state to be more adaptable, coordinated and institutionally stable. It is determined that the effective activities of the executive authorities in the field of national security depend on the ability of state administration bodies to provide a full management cycle — from risk analysis and forecasting to the adoption, implementation and control of management decisions. The conceptual basis of the study is an integrated approach, presented by the OMIDLP methodology (optimization — modernization — innovation — trust — human potential), which allows us to consider the improvement of management decisions as a systemic process aimed at increasing the effectiveness of the executive authorities in the context of multidimensional threats.

The article reveals the analytical nature of improving management decisions, emphasizing the need for their algorithmic construction, resource justification and orientation towards the strategic goals of national security. It is shown that the optimization, modernization and innovation of management processes should be combined with the formation of trust as a social resource and with the development of human potential as a key element of the institutional capacity of executive bodies. It is emphasized that in the field of national security, a management decision is a full-fledged element of the security mechanism, and not just an act of expression of the will of the subject of power.

Special attention is paid to the problems of state control and supervision in the field of national security. It is substantiated that traditional control models lose their effectiveness in the context of modern threats, since they remain formalized, focused on verifying past actions and do not provide an assessment of the real ability of executive bodies to respond to threats. It is proposed to doctrinally rethink the role of control as a tool for ensuring the sustainability of public administration, forming a risk-oriented, preventive and interdepartmental coordinated supervision mechanism integrated into the process of making management decisions. The article defines the place and role of executive authorities as a key element of the national security system. It is shown that it is the executive authority that forms the administrative will of the state, integrates information flows, coordinates the activities of security entities, and provides organizational and legal conditions for responding to threats. It is substantiated that its effectiveness is determined not only by legal powers, but also by the functional ability to carry out analytical, coordination, and operational activities within the framework of a single mechanism of national stability.

The generalization of the research results allows us to conclude that the improvement of the activities of executive authorities in the field of national security should be carried out on the principles of systematicity, scientific validity, and adaptability. The organizational and legal mechanisms of such improvement require doctrinal rethinking aimed at improving the management culture, ensuring coordination unity, modernization of control tools, and development of human potential. The conclusion is made about the need to form a holistic model of state management of national security, in which executive authorities act as a central link in ensuring the stability, predictability and effectiveness of state policy in the face of modern challenges.
