United Nations Climate Change Conferences: Ukraineʼs Participation During the Armed Aggression of the Russian Federation

Introduction. The United Nations (UN) Climate Change Conference is an international forum held annually for the Parties to the 1992 UN Framework Convention on Climate Change. During the conference, countries review their international commitments, set more ambitious climate goals, conclude new international agreements (e. g., the 2015 Paris Agreement), and develop mechanisms for financing climate change adaptation and mitigation measures. It reflects not only the environmental but also the political interests of states and contributes to the formation of the global climate agenda. Despite the armed aggression of the russian federation and the challenges it poses, Ukraine participates in UN climate change conferences and demonstrates the status of its international commitments in the field of combating climate change, especially in the context of its accession to the European Union (EU).
The aim of the article is to examine Ukraine's participation in UN climate change conferences in the context of the war with russian federation and determine their significance for our country.
Results. Since the full-scale invasion by the russian federation, Ukraine has participated in four UN climate conferences (COP27, COP28, COP29, COP30), at which it has informed the international community of the serious consequences of russia's armed aggression for the environment and climate, the need to hold the aggressor state to international responsibility for crimes against the environment, and
attracting investment for post-war environmental restoration. In this context, the Ukrainian delegation presented its achievements in the field of combating climate change and announced new goals and objectives for the near future.
Conclusions. Despite all the challenges caused by the war, our country remains an active participant in UN climate сhange conferences, where it reafirms its commitment to reducing greenhouse gas emissions and fulfilling all its international obligations in the field of combating climate change. Thanks to this annual international event, Ukraine draws the attention of the international community to the consequences of russiaʼs armed aggression for the environment and the need for its «revival». The UN Climate Change Conference is not only an international platform for cooperation between states, but also a source of tremendous new opportunities that arise from participation in it.
Overall, during four such conferences (COP27, COP28, COP29, COP30), our country has achieved the following: strengthened its position as a participant in global climate policy and set its own agenda; inform the world about what is happening to the environment and climate in the context of the Russian-Ukrainian war; present the national pavilion and initiate a number of important events; present updated climate legislation in line with EU requirements; attract foreign investment for the green post-war recovery of Ukraine; gain international support in bringing the aggressor state to justice for damage caused to the environment in the context of implementing item 8 of the Ukrainian peace formula.
