Foreign experience of digital transformation of parliament Introduction

Introduction. The dynamics of modern state-building, European integration processes, along with the operation of the legal regime of martial law, the implementation of international legal standards in the legislation of Ukraine, the modernization of legal consciousness and legal culture, are accompanied by the digitalization of all spheres of public and state life, lawmaking and law enforcement. Therefore, it is natural to draw attention to the constitutional traditions, foreign experience in the organization and activities of parliaments, parliamentary and other related procedures, interparliamentary interaction under the influence of intensive digitalization, digital constitutionalism.

The aim of the article is to summarize foreign experience in the digital transformation of parliament, its organization and activities, to determine on this basis key patterns and trends, and the feasibility of taking into account successful practices in Ukrainian realities.

Results. Emphasis is placed on the significant digital progress of the results of the activities of national parliaments, the European Parliament, and interparliamentary associations, in particular, the Ukrainian Parliament entered the top 15 legislative bodies in the world in terms of the level of digital governance and strategy (World e-Parliament Report 2024) in the areas of: digital governance, infrastructure, parliamentary systems, support for parliamentary users, digital content, public engagement. The importance of the “Digital Compass” for the EU Digital Decade, the EU Digital Decade of “digital sovereignty”, the Charter of Digital Rights and the relevant laws DSA, AIA, DMA, etc. is emphasized for such growth. The Inter-Parliamentary Union emphasizes that the vast majority of parliaments have multi-year digital strategies, so the UK Parliament's Digital Strategy for 2024-2027, the French "Assemblée Numérique" strategy, and the cybersecurity and cyber defense strategies of other states are worth noting.

Conclusions. There is an active implementation of digital tools, in particular, web applications, electronic ofices, tools for discussing legislative initiatives, monitoring the activities of parliamentarians and the implementation of legislation, submitting electronic petitions, appeals, etc. This ensures openness and accessibility of voters to information, documents, legislative procedure, databases, public discussion, expertise, increasing the effectiveness of the activities of deputies, employees of parliamentary and research services, the quality and effectiveness of legislation, mechanisms for its implementation. Interesting successful practices of the UK, Estonia, France, Canada, Germany, Australia etc., features of the use of AI in the work of legislative bodies, the acceptability of electronic voting (in online format), etc. are highlighted. The need to improve the constitutional and legal foundations of the organization and activities of the Verkhovna Rada of Ukraine was noted, in the context of digitalization and counteraction to russian aggression, widespread hybrid security threats and risks.
